AcroServicesUpdater.exe - Application Error

The application was unable to start correctly (0xc0000142). Click OK to close the application.

I am getting this error on a users computer. I have tried repairing the installation, but fails with this error.

I uninstalled and reinstalled Adobe Standard, but received this error as well.

I am unable to find any usefule references on how to eliminate this error.

After performing these steps Acrobat now freezes with a watch icon upon opening the program.
