Adobe Acrobat 2020 Perpetual license “PDF barcode form fields” feature

For barcodes forms you'll need to add additional rights to that PDF.  Those rights can only be added by Adobe Reader Extension Server (ARES) which is part of the AEM Forms server.

It's quite expensive and only available for larger enterprises, I'm afraid.

It only applies to Reader. Acrobat can decode (ie. display) barcode values even without this special right. Reader can not.
