That is because not all PDF viewers support forms and Adobe JavaScript. And some of the programs that they use may corrupt the form or PDF. One cannot easily find the PDF viewer being used since all PDF viewers return that they are Reader or Acrobat. One can create a visible form field that explains that it is best to use Adobe Reader or Acrobat and then have a document level program that will hide that form field when the PDF is opened if the viewer supports PDF forms and Acrobat JavaScript.

Adobe is a software company or building material. You should be using Acrobat to create the forms.

The U.S. Internal Revenue site is www.irs.gov.

irs.com is not a U.S. government site, but uses a close name to get collect names of users to sell their products and services. It is run by bank.com.

The IRS and many state departments of revenue use a product called LiveCycle to create the forms and enable the Form Usage rights Extensions for Reader. Mobile devices cannot access forms created with LiveCycle. Users with Reader XI and Reader DC do not need to have forms with the extended reader rights and actually lose other form features when using such forms. Reader 9 and below are no longer being updated nor maintained by Adobe.

Have you enabled the Form Extension Rights using Acrobat?
