Compare function isn't finding the actual differences

I'm using Pro to compare two PDFs, both of which are Scan & OCR enabled and searchable (I've tested that). When I run the compare function on the two, no text differences turn up, "0 results" but I have compared the documents manually and I have found several material differences in several paragraphs.  Any advice?

The public documents I'm looking at I've attached from the comparison file.

Could you kindly confirm if this problem persists with a specific PDF file or across all PDFs? It would be helpful to test it with a different file to isolate the issue. If the file is located on a shared network or drive, please try downloading it locally onto your computer and then attempt to open it again.

 

Additionally, could you provide the version of Adobe Acrobat DC you're currently using? You can check this by navigating to Help > About Acrobat. Ensure that you have the latest version, which should be 24.01.20604. If not, please proceed to Help > Check for updates and install any available updates before restarting your computer.

 

For Windows users, you might consider repairing the installation from the Help menu and checking if that resolves the issue.

Another troubleshooting step you could take is resetting the Acrobat preferences. You can find detailed instructions on how to do this here.
