Deactivating a license when the laptop crashed and has had everything re-stalled

I have reached the maximum  numbers of users of a license but did not deactivate a license as the whole laptop crashed and I could not deactivate that license per the instructions.

So what do I do to deactivate that license? I have reinstalled back on the machine but it comes up reached the maximum number of users.
