How to annotate draw on image (form field image)

I created a form for user to insert image.   Then when I draw on the image my annotation alway below the image.. (sorry my english)

It's not possible. Fields and Annotations do not "play well" with each other. If you want to be able to add comments to the image you'll have to flatten it first, converting the image field to static contents.

This is not a viable plan. You cannot control whether comments or form fields are on top, and which form field is on top, or which comment is on top. So, you must avoid ever overlapping them. So the plan to allow commenting on top of a form field needs to be dropped or modified.

Hope you are doing well and sorry for the trouble. As described, when you draw on the image, the annotation is  always below the image.

 

Is this a behavior with a particular PDF file or with all the PDFs? Please try with a different PDF file and check.

 

Would you mind sharing the steps you are doing to draw/annotate on the image on the PDF form? Please try to use the comment > Pencil tool to draw/annotate on the PDF file and see if that works for you.

 

Also make sure you have the latest version of Adobe Acrobat/Reader DC installed. Go to Help > Check for updates and reboot the computer.
