Text Callout Feature Broken

From the toolbar, I select Text Callout.  I can left-click once and place the arrow, typical procedure is to click once more to place the text box.  The subsequent click no longer functions.  The text box floats forever.  I have to hit escape to cancel it.  I cannot use the Text Callout. 

None of the other tools in the same category as Text Callout function either.  

I have “Repaired Installation”, checked for updates, and uninstalled and reinstalled to no effect.  Multiple error messages have been sent to Adobe.  This is utterly unacceptable. 

I am using Adobe Acrobat Individual on $14.99/month plan.
