This "Musical Road" is in Hungary.

Its the "texture" of the road. Grooves were formed on the top layer of the asphalt, so when a car passes through it, sounds of different pitches can be heard, the height of which depends on the depth of the grooves and their distance from each other.

Google "Musical Road" and you'll see many places have them.
