Adobe gets one last chance before I move on

Adobe gets 1 more chance. I upgraded my laptop because it would not support the program. I can't use parts of the program such as the opacity and crop tools. All of them. 
tonight they had me on the phone for 2 hours trying to help. My system is at 13.0. Tried updating to the .5 version. It loads but does not change. I'm still at 13.0. They guy online says once I update I should be able to use all that fun stuff. I will be on the phone again tomorrow and if they don't fix the problem I see camtasia in my future.
