Why can't I select certain individuals in the @mention option while others who up?

I'm asking in general. Whenever I want to mention someone directly on an Adobe forum, only a hand full of individuals show up when I select @Mention.

and i have no idea how that works but i can confirm that it's (imo) screwy.
