Can I edit Web Expressions pages in Contribute?

The web master for my office uses Web Expressions in creating and maintaining the web page. If I purchase Contribute will I be able to edit pages he has created and create new web pages in the web site he has created?

Web pages are nothing more than simple text files.  Therefore, Microsoft Expression Web will create HTML/CSS text files that can easily be edited in any of the good html editors.

My recommendation is to use Dreamweaver but it is my persional opinion and choice.
