Can I use any smart phone to play webcam flash game?

I'd tried to use my smartphone ( Android 2.2 + Flash Player 10 ) to play some "webcam flash games" with blowser, but all failed, is anything necessary must downloaded to smartphone first? or any other system (for example, IE9? Windows Phone 7?) can make it?
