CS4 Exporting

I have been working with adobe premiere for quite a long time and recently a problem has developed that has rendered the program almost useless.

Every time I go to export a completed sequence the program becomes unresponsive and does not even give me formatting options let alone allow me to use the media encoder.What could be the cause of this new issue?
