Insert Picture in PM

How does one upload a picture in Private Message?  I see the option to do it with a web address, but unlike the response to messages in a thread,  there is no "Browse" to reference a pictue on user's computer. 

Do not remember if this was the same in previous Jive or not.  Never had to send a picture in PM.

    That is the same as it has always been. Can't attach something from your computer, only a reference to an image somewhere on the net.

    Correct generally but if you use the German site then apparently you can attach files.  I know this because a German poster told me so in this message:
