Why So Slow to Develop ACE Exams?!?

Is it just me or does Adobe seem to be VERY slow and lax on updating their exams? Seems like they lag more than a year! Is the ACE Exam series just a cash cow they toy with, do they just not care or do they just don't have the capability to do it?!? Pretty sad for a major company that prides itself on being an industry leader!
