Effect Controls do not appear for shape layers and png layers

Roei is right. I think you're confusing it with Premiere Pro where things like position and scale are in the effect control panel, but they are not there in After Effects.

effect controls panel is for... effects. position scale, etc in after effects are transform properties and you access them in the timeline the same way it has always been. there is the transform effect which is an effect and can be applied to layers and it will appear in the effect controls. in some case it is handy to reverse render order or create certain presets but otherwise you are better off using the transform properties in the timeline.

if you are experiencing anything different please provide some screenshots so we can take a look.
