Assuming the apps are the same for Windows Phone 8 and Windows 8 RT ...

For non-DRM books and libary books you should be able to use the Overdrive app.

I don't think there are yet any apps for reading other Adobe DRM books.

There have been hints of a Bluefire app becoming available (as for Android and ios), but no sign of it I can see yet.
