uninstall everything cc, https://helpx.adobe.com/creative-cloud/help/uninstall-remove-app.html

then uninstall the cc desktop app, https://helpx.adobe.com/creative-cloud/help/uninstall-creative-cloud-desktop-app.html

clean your computer of cc files per http://www.adobe.com/support/contact/cscleanertool.html

restart your computer (don't skip this)

reinstall the cc desktop app (and if win os, right click installer>click 'run as admin') from here, https://creative.adobe.com/products/creative-cloud

use the desktop app to install your cc programs/trials

if that fails, follow solution 5 here:

Adobe Creative Cloud desktop app doesn't open or shows a spinning progress wheel

You may also try to install from Hidden Admin account .

Sometimes due to folder permissions issue for user account , necessary files will not get installed.

I had provided steps to enable Hidden Admin account in below link :

Lightroom on laptop with Windows 10

If you still face same issue, get it checked with Adobe Support once , they can even remote access your comp and check.
