Can't download Photoshop CC (2017)

Over the past few days, I have been trying out Photoshop using its 7 day trial, and everything went smoothly the first 1-2 days. Then, I got a notification from my computer that Photoshop had an update available, so of course I decided to try the improved version. I started the download, waited quite a while, then when it was supposed to finish, it said the update failed. I tried this a few more times before giving up to go work with the original version. When I went to open up Photoshop it came apparent that Photoshop was gone. By Creative cloud, I still had Photoshop, so I decided maybe I can delete Photoshop then reinstall to get Photoshop back. Now, to my most recent problem, I cannot install Photoshop and every time I try to install it, Creative cloud states "Download failed" and clicking learn more gives this report back (Which I dont know how to read)

Exit Code: 184

-------------------------------------- Summary --------------------------------------

- 2 fatal error(s), 0 error(s), 1 warnings(s)

FATAL: Error (Code = 184) executing in command 'MoveFileCommand' for package: 'AdobePhotoshop18-Core_x64', version:18.1.1.252

FATAL: Error occurred in install of package (Name: AdobePhotoshop18-Core_x64 Version: 18.1.1.252). Error code: '184'

Try setting correct permissions to the specified file/folder or parent folder, so that admin has rights to modify it.

If anyone knows how to fix this, I am happy to take any suggestions. !

Today I checked the creative cloud and I decided to try downloading Photoshop again while I looked into what version of windows I had and when I was about to reply to your comment, the creative cloud stated "Photoshop has been successfully installed". I didn't change anything so I dont know why this time worked, but thank you and sorry I wasted your time.

Calebg7224558 Exit Code 184 is indicating that the installer is being denied permission to replace the existing files on your hard drive.  In this specific error it is stating it can not update C:\Program Files\Adobe\Adobe Photoshop CC 2017\Required\CEP\CEPHtmlEngine\CEPHtmlEngine.exe because it is in use.  Are you utilizing the steps listed in Update Creative Cloud apps to update Photoshop CC 2017?

What version of Windows are you installing Photoshop CC 2017 on?
