Hi there - sorry this is happening.  If you are still experiencing this could you send a screenshot?  What product are selecting to launch the download manager?

thanks,

Todd

Todd...  I think there is a server issue on the Adobe end.  I get the same thing in IE9 and Chrome on Windows 64-bit.  I just did a fresh windows install today and if I log into Creative Cloud and click any of the download links it first pops up a dialog that says the download manager will download.  Click OK and it throws an error in both IE9 and Chrome - basically saying it can't find:

Jgrotto I apologize for the fact you are facing this difficulty.  I am starting a virtual machine shortly and will see if I can duplicate your experience.
