Photoshop CS3 will not launch - "You cannot use this product at this time"

I have used Photoshop CS3 on a Win 7 Desktop with Intel i5-3570, 64 bit OS for 6 months. Recently when I tried to launch it I got this messge:

"You cannot use this product at this time. You must repair the problem by uninstalling and reinstalling this product... or contact Adobe customer support for help."

Following instructions from an Adobe Forum, I uninstalled ALL my Adobe applications, then ran the Adobe Creative Cloud Cleaner Tool available at this location:

Then I rebooted and tried to reinstall, but the install failed, only installing Shared Components.

Any advice is greatly appreciated.

was there an error message after your attempt to reinstall?

if yes, and it's in english, attach a screenshot of it.

if there was no error message, Troubleshoot install issues with log files in Adobe Creative Suite (CS6, CS5.5, CS5), PS Elements, and Premiere Elements

Thanks, kglad. Here is screenshot after a failed attempt to install Flash, Flash Video Encoder, Photoshop, Adobe Version Cue and Shared Components. Some Shared Components were installed, the rest failed.

retry installing using compatibility mode, xp sp2

if that fails, you'll need to open the log files to get more information
