Why do I have to reinstall Creative Cloud, and Illustrator every time I restart my PC? - Error 16

I need Creative Cloud for Uni, so before I buy It I'm using up my 30 day trial. So far all I've downloaded is Creative Cloud and Illustrator, and every single day I turn on PC, go to launch Illustrator, and an error occurs. Every time It tells me I either 1. Need to reinstall Illustrator, or 2. I have to download some other creative cloud software. Today I got Error 16 and told to contact support. It's extremely frustrating as I have some tasks to do on Illustrator, and I have to learn this software ASAP, but I have to spend about an hour fixing it every single time I go to use it. The tab bar calls it a "Configuration Error"

ALSO:
Uninstalling Creative Cloud also DOESNT WORK. It will not uninstall (Program is removed, but files remain and I cannot reinstall it)


PC Specks (If needed)

Windows 10 home premium | 64 bit | 8gb RAM | duel graphics cards or some sort.

I did the steps with the SL folder, but I don't have the other one, and this didn't fix it. Creative Cloud wont even load, it opens but wont do anything, and AI just gives me error 16. I have tried reinstalling it, but I can't even uninstall it, I have used Creative Cloud Cleaner and it does nothing either...

I'm now getting Adobe Application Manager is needed for AI?


Please rename the OOBE file as OOBE_OLD in the following location: C:\ Program Files (x86)\ Common Files\ Adobe\ OOBE

After this download and install Adobe - Adobe Application Manager : For Windows : Adobe Application Manager : Thank You
