Photoshop elements doesn't save anything in vector file formats.

(all eps files do not necessarily contain vector data, they can also contain pixel data)

The closet one can get to saving vector files in photoshop elements is to use shape and text layers and then save as a pdf

if you want to turn an image into a vector, then one would use something like adobe illustrator or inkscape and use the image trace function.

By saving your File as "PhotoShop (EPS)" you can get it as vector file. However on Macbook you can try to save your file as .Tiff format.

Bless you All.
