Texturizer filter different than preview, has blocky repeats when applied to image

I'm getting a weird problem in Photoshop Elements 14. I have an image, and I choose filter gallery, texturizer. The preview image looks great, canvas texture evenly applied. But when I say OK to apply the filter, the resulting image is different. It has the texture, but not applied over the entire image. Instead the texture seems to be applied in repeating blocks. I can make the blocks larger by changing the scale to 200% but they are still present. The resulting image looks nothing like a painting on canvas. Am I doing something wrong? I couldn't find any other settings for the texturizer filter.

In my version of PSE, I have the following options for the filter:

Feature - e.g. brick

Scaling

Relief

Light

Are these not available to you?

I have those same options. But the texture is not applied evenly over the entire image. Apparently it's a repeated pattern, and for some reason it isn't a seamless tile so you can see the blocks of texture repeated over the image. It's not as distracting on the brick pattern but very distracting on the canvas and burlap.

On closer inspection, the problem is also visible in the preview pane. It was just more subtle. Are you saying that when applying a texture filter "canvas" to an image, you don't see any repeats in your final image?


I see a uniform pattern from west to east.
