Another answer I found:
Photoshop CC 2018: OpenCL not enabled | Photoshop Family Customer Community mentions the 520.
Do you actually have 4 GB main memory? 8-16 GB is recommended.
Also you may have to get a dedicated graphics card, an onboard one like the 520 might not support OpenCL.

it didn't helped.. i upgraded my laptop RAM to 8GB ... but still got the same problem..

In the link above, Jeffrey Tranberry, Senior Product Manager, says:
"Integrated cards generally don't support advanced features in Photoshop. Get a dedicated graphics card with dedicated VRAM"

OpenCL works fine on my Laptop with an Intel 520 GPU on CC2019

I am able to use OpenCL on a six year old Intel HD 4000.
Between Chuck Uebele and Jeffrey Tranberry (Adobe Product Manager), Intel integrated graphics may not be the best idea for OpenCL.
Oil paint filter problem! So I'm getting good opinions on this.
It does work in many cases for many users, but if it doesn't, what I'm saying is there is no fix beyond updating drivers. If possible go for a dedicated card.
A third problem would be using an external monitor on Intel integrated graphics. That has been known to knock out even OpenGL.
