Every time I attempt to open a Wavefront .OBJ file, Photoshop throws the following error: "Could not complete your request because 3D functionality is currently disabled due to OpenGL being disabled". I've checked the Performance preferences, and can confirm that the graphics card (A GTX 1070) is in use (Though this is a setting that continues to disable itself periodically - a bug that's gone unresolved for years now across multiple platforms. Thanks, CC). I've tried toggling on and off OpenCL and changing the Drawing Mode and I've also tried uninstalling my third-party plugins. My display driver is up to date, as is Photoshop itself. Rebooting the computer does not help.

davescm is our 3D guy and I know he also uses Blender. I have never used obj files and when I looked for a sample to test, I could only find a bunch of numbers.
I have a GTX970 with the same driver, so if you can share, or point to, a file we can test with? Otherwise Dave might be able to help with the workflow.

Forget the importing for the moment, can you use 3D purely within Photoshop or do you get a similar error.
Open a new document with a single layer and go to menu 3D - New Mesh from Layer - Mesh Preset and pick one of the mesh objects.
What happens?

Trevor.Dennis Yes, at its core an OBJ file is merely a coordinate system that lists all of the individual vertices that comprise a 3D mesh as well as their positions within the 3D space and their relationships with other vertices to form faces. If you open an OBJ file, it will appear as a series of numbers such as this. I could upload a sample OBJ file if you want, but this problem affects literally every OBJ file I attempt to use, even simple primitives.
davescm This appears to have actually resolved the problem, for now at least. When I tried to open the cube Mesh Preset, Photoshop successfully transitioned to the 3D workspace and placed a cube down. At this point, I was able open my OBJ file using the New 3D Layer from File option (Which previously did nothing whatsoever after taking a second to process; it wouldn't even give me an error message). It appears that File->Open now works properly too.
I'm going to call this tentatively resolved for now. I'll follow up if this error recurs.

Can you help with a related issue?
I use an Wacom Intuos Pro (Large) and Photoshop cc2017 on a new Lenovo laptop with AMD Radeon R5 M430 graphics card..
The Photoshop 'Rotate' tool worked fine until recently. But now when I try, a message pops up "Could not complete your request because it only works with OpenGL enabled document windows"
I tried enabling OpenGL in PS edit>preferences>performance, but the 'Use Graphics Processor' part is greyed out. (See screen shot.)
Any idea what the issue may be?

That screenshot suggests that your GPU is not being detected.
When something worked previously then stopped I would look at what has changed. Was there an update to Photoshop or was there an update to your graphics driver.
Start with the graphics driver - make a note of the version you have now and check AMD for a graphics driver update. Try the latest and if that does not work try the version before the one you have now.
If none of the above work , go to Photoshop - Help - System info and click on Copy. Paste the info into a forum post.

Thanks Dave. That's very helpful.
But guess what? The Photoshop rotate tool now works, because something strange occurred.
I have two big monitors connected to the laptop through an ASUS docking station. (screens 2 &3.) They work like one big screen. (The Photoshop rotate tool wouldn't work on either.)
But here's where it gets weird: I unplugged the laptop from the docking station and used it to watch Netflix via HDMI cable on an LCD TV screen. Then afterwards I plugged it back into the docking station. The moment I did that, the laptop screen display (screen #1) suddenly changed to look the same as the right-hand big monitor, and the rotate tool now works in PS on both big screens. Even the advanced settings in the preferences panel are accessible now. (See screen shot.) I have no idea how this happened, but it works.
Any idea why? (It may have something to do with the display settings.)
Anyway, hope it keeps working!

Update for Dave... I just closed the laptop to get the resolution showing up correctly on the big screens, and the Rotate tool is no longer working... Sigh!

Just a thought based on your last post.
Photoshop will happily work with multiple screens ( I have three here ). However it does have problems with multiple graphics cards, and sometimes to get Photoshop to work correctly one must be disabled - see item 7 in the link below.
Troubleshoot Photoshop graphics processor (GPU) and graphics driver issues
Is there any chance that you are trying to use two GPUs. Sometimes a motherboard contains a graphics drivers separate to the main card. Printing your system info (Photoshop > Help >System Info > Copy) may show this.

Good point Dave re disabling a card.
I know I have two cards, and two 'virtual' cards. (See screen shot.) But I've also now found that if I disconnect the laptop from the big screens, and work exclusively on the laptop itself, the rotate tool works OK on the laptop screen. So that might give you a different insight? (Is it a 'display settings' issue?)
But I'll still look into your suggestion and leave a note here on what I discover, and if it works.
