Selection tools ctrl/alt to subtract/add not working anymore?? CC 2019 [OSX 10.13]

My Creative Cloud was having issues and during repair it automatically updated Photoshop (wtf??) to the new version. On top of the stupid proportional scale change, it now seems like alt/ctrl/shift hotkeys to change between add/subtract while using selection tools doesn't work. Is this another "great" new feature or a bug, and does anyone know how to make it work normally again?

I've tried switching on legacy undo and other legacy features, but those did nothing to fix this. Also reset the selection tools, deleted old Photoshop settings......

I'm running macOS High Sierra 10.13.6 with a Wacom Intuos Pr with the latest updates. Also made sure my keyboard is set to the same language as before as I have to swap between language keyboards frequently, so it's definitely not a keyboard issue.

I know there have been issues with OSX, but I thought they were focused around Mojave.   Regards the selection tool behaviour, I've had the same experience, and it was fixed by resetting Preferences.
