Adobe Encore "Invalid Project File" when not using Admin permissions

When trying to open a (newly created or existing) project in Adobe Encore as a non-administrator account I receive the error "Invalid Project File", when opening a new project I also receive the error "Internal Software Error: Volume.cpp, line 64". When opening as an administrator I do not receive these errors, but I am trying to implement this fix in an enterprise environment so running as admin every time is not a solution.

As far as I know, Encore must have full permissions to run properly

I don't think you can. Some Encore functions require running as administrator. And enterprise type operations may require special licensing. You might try talking to tech support (ask for the video queue), but Encore is no longer supported.

Good catch... my understanding of the Adobe license is that ONE person may install and use a program... so each user must have their own license... not install by one and use by many

And not only that, I know from my own experience that creating a dual layer DVD (or a Blu Ray, which I don't do) requires the extra step of Run as Administrator http://forums.adobe.com/thread/969395 to assign FULL Windows permissions
