Premiere Pro 13.1.3 and 13.1.4 remove .mkv support and creative cloud removed the ability to downgrade to 13.1.2, 13.1.1, and 13.1.

So if i want to be able to import .mkv files, im stuck with 13.0.3

That is correct.

On a side note mkv was never official supported.

video professionals don't use mkv so there's little need for Premiere to support it.

Also, I keep seeing this everywhere which some preffesionals should try to understand, MKV is NOT a codec, its a container. The CODEC is h264, teh same h264 you can hold in a mov or MP4. Easiest thing to do is to remux to and mp4 or m2ts files, all that needs to be changed is the container format. No need to transcode or anything. But I do agree dropping support was a dumb decision
