What about intentionally blurred images, are they not accepted?

Intentionally blurred image was not accepted with a description - Image out of focus,

yes it is, it intentionally blurred image and it must be blurred and out of focus!

or it is machine or robot makes a decision? not human? help me please!

on request in search on this site: blurred images there are a sufficient amount of blurred images, so what's wrong?

I don't know officially, but it could be because blurred photos are of limited use. Plus, even though you've named it 'blurred', it would take a lot of time and deliberation for every photo to decide if a photo is meant to be blurry, or just has poor focus. Also, it is very easy to blur a photo in any photo editing software, so if people want a completely blurred photo they can take any in focus photo and do it themselves. They seem to like minimal post-processing or effects on photos you upload, preferring them to be something with broad appeal that people can do their own effects to later.

Short answer: NO!

Longer answer: The buyer can always simulate that effect, but the inverse is not possible. Stock images need to be crisp sharp! It's not an artistic contest...

Even if the photos taken with the defocus are of limited use,

it does not stop us from doing them and being among the limited authors, is not it?

Whether such photos are accepted at all, that's the question.

Photos blurred programmatically is just an imitation of photos blurred with a photographic

lens and they have different results.

People who can photograph themselves and programmatically blur photos themselves are unlikely

to use this site, why should they spend their money on what they can do themselves?

We are here discussing questions, answers to which someone knows for sure,

but does not have either the time or the desire to respond.

Other my specially blurred images were rejected with the definition: NON-COMPLIANT IMAGES, what's wrong with them?
the name of they are "Blurred street daytime scene with a pedestrians in a city with a blurred background." and "Blurred street daytime scene with a pedestrian and car traffic in a city with a blurred background."
