Some internet shopping sites sell adobe products with unlimited licenses. Are these legal?

There is no license key for CC, so it has to be a scam.

It all depends on the site and exactly what they are selling and to whom.  Some sites have authority to deeply discount software for students.  Others cater to non-profits.  If you care to post the URL, we'll take a look at it.

Photoshop/Premiere Elements are sold with a serial number, such as at Amazon, and this is legal

 

Anything else is most likely a scam, and is probably a version that contains a virus
