Can I add a second Adobe CC to my exiting account so that we can have 4 editors instead of just 2?

No. An Individual subscription is for use by 1 person ONLY on up to 2 devices. It's a violation of your terms to share with other users.

You need to buy a Business Teams plan with seats for each employee who uses the software. A designated person in your IT dept shall be appointed to administer the plan for everyone in the organization.

CC only allows one editor per license, not two.
