Adobe deducts money twice yearly upfront for my annual subs and also deducts a monthly fee twice monthly.  It is ridiculous and to try and get hold of them to try and resolve the isuue is impossible

Hi @hendrik29856015irhv,

Only Adobe support can help you on this, please contact them. To contact support follow the instructions given below
1. Go to https://helpx.adobe.com/contact.html?rghtup=autoOpen
2. Wait a bit on the page that opens up, it should automatically open a chat popup. If that does not happen then look for a call out/chat icon at the bottom right, click over it and the chat popup should open
3. In order to talk to a human type "AGENT" in the chat box
4. If you are not able to get to the chat window, then disable your adblockers, firewall, enable cookies/scripts on your browser. If it still fails then change your browser/machine/network.

P.S. Be mindful of answering anyone who sends you a private message. See the following for more information about scammers

those are different accounts being billed, not the same account being repeatedly billed. ie, you made more than one subscription for a few different subscriptions.

if that's not what you wanted, contact adobe support and explain what exactly you want so they can help you as explained by @Manan Joshi

It's possible you have more than one plan.  Maybe under more than one ID (email).  Log-in below to see what you're paying for.

https://account.adobe.com/plans

NOTE:  Mobile Apps from Apple Store or Google Play are billed separately from those respective vendors.

Please follow the advice offered by Manan, Kglad, and Nancy and contact our support team directly by clicking on https://helpx.adobe.com/contact.html?rghtup=autoOpen to open a secure chat session.

Please be prepared with any contact information that was used to set up any other accounts with a recurring subscription or membership.
