hola yo se que al cancelar un plan anual que se cobra cada mes se te genera un cargo por cancelar, mi pregunta es si cambio de plan se me hace ese cargo?

Not if you go to Adobe Customer Service and explain that you want to change your plan (Make sure to sign in to your Adobe account first and allow popups and cookies on your browser. You may not be able to see the chat window if using a VPN.):

Type "Agent" in the chat box to bypass the chatbot and be connected to a person.

no. cancelling one plan and starting another (ie, changing), avoids the early cancellation fee on the cancelled plan.
