The Adobe ID is accociated with an email and number that are no longer accessible. We need to change it to access the software. How can I do this? (The software was purchased before the cloud service so was a one-off payment, and downloadable software. We need to download it onto another computer.)

The problem with your "business" account is, that it is a personal account. Either you control the e-mail address associated with the account and the 2 factor identification device or you have a problem. Things like this absolutely need to be taken care of, before the employee leaves.

If the e-mail was a company e-mail, you could recreate that and ask for a password reset with Adobe. If the e-mail is still controlled by the ex-employee, because it was the personal address, then you absolutely need the collaboration of him or her.

Just to note: "business" accounts are so called Teams accounts for smaller teams. They allow for shuffling around licenses by the contract owner and designated admins.
