No. Subscription only. That means that you must continue paying every so often. You see, Adobe had completely discontinued the "perpetual license" model with the permanent discontinuation of the Creative Suite back in 2015. This also means that you must keep paying €292.57 every year (that is the "12-month plan paid in full").
