Can individuals with disabilities receive the same discounted rate for Adobe Creative Cloud?

I am reaching out on behalf of a close friend who has a disability and is interested in pursuing a career in graphic design. He currently lives in Australia and is wondering if it's possible to use Adobe Creative Cloud for his educational needs if he receives funding from the Jobcentre or NDIS to pursue a study program in graphic design.
