Can't add PL VAT number to PayPal payment

I'm editing my payment information according to https://helpx.adobe.com/pl/manage-account/using/update-vat-id-for-eu-countries.html

I enter my VAT number, click the "PayPal" button (there is no "Save" one), log in to PayPal, back to the page. When I open the payment details again, the VAT number is empty.

Did I miss something?

Pawel, sorry you are unable to add the PL VAT to your account. If you choose a payment method other than PayPal, are you able to update the VAT ID per the directions in https://adobe.ly/4cTdLu9? ^JW

I get the following error when adding VAT to card payment:

A transaction can fail for a variety of reasons. Double check and make sure your payment information is entered correctly. If this issue persists, you may need to use a different payment method or contact your bank.
