Do I need Adobe Account to use PS Elements?

Simply, do I need to have Adobe Account to continue using Photoshop Elements?

Additionally, am I able to download and install said product without the Account? (Provided that I have my serial number stored somewhere else, too)

H, yes, you will need an account to register and active Photoshop Elements.  You can use the same account you used to post to this public discussion forum, and that was used to register your previous Adobe purchases.  For more information, please see https://helpx.adobe.com/photoshop-elements/kb/find-serial-number-elements.html
