I just found a way to get Adobe to remove cards though the support chat!

IF you are a CA resident, I recommend you exercise your rights under the California Consumer Privacy Act. If not, check if your region has similar protections. Below is what I sent the chat, using text chatgpt made for me based on my region. I now have 5 CARDS REMOVED and ONLY the one I want remaining.

After getting past the bot to a human, here's what I sent to the Adobe chat:

________________________________
As a California resident, I am exercising my rights under the California Consumer Privacy Act (CCPA) to request the permanent deletion of specific sensitive financial data from my Adobe account.

Adobe currently retains multiple payment methods on my account. I am requesting the immediate and permanent removal of all stored payment methods EXCEPT the card ending in [REMOVED].

This includes:
- A corporate card I am no longer authorized to store or use, which must be removed for compliance reasons
- Several personal cards no longer authorized for use on this account
- A linked PayPal account

Retaining unauthorized or unused payment methods—especially a corporate asset I no longer have permission to retain—presents both legal and security issues. I expect Adobe to process this request in full compliance with CCPA, which grants me the right to request deletion of personal and financial information that is no longer necessary for ongoing business purposes.

Please confirm that all payment methods other than the card ending in [REMOVED] have been fully removed from my account and all associated storage systems.

___

[Agent has me verify what I already said a few times, verifies billing address, and then...]

___

Agent: Thank you! i have successfully deleted all the card details and only one which is active is [####]. I hope this helped you a lot. is there anything else I can help you with?

___

Me: Nope, that's all. thank you.

The response does NOT address the issue. I need to be able to DELETE a
payment method from my account. I don't want to edit it, I want to REMOVE
it.

There is NO DELETE OPTION for credit/debit cards.

Thank you!

Then you need to contact Adobe support as indicated in the second part of my answer.
