Incorrect billing info

Hello, 

I keep getting Incorrect billing info error everytime I try to pay for my student plan. I tried two credit cards and none of them worked. The error describtion says: 

We are unable to approve your transaction at this time.

There are a number of reasons for order failure, among them errors in the payment information, or billing address, or an inaccurate email address. If you have verified your information and are still unable to place your order, please contact Customer Service and order by phone. Call 800 701472.

 

I am very frustrated with this. Do you have any idea what might cause this? I really need to wok in lightroom and photoshop right know, but I am unable. Everything I typed is correct. I am certain there is not any mistake on my part. I checked everything. The online chat is not working right now. Please help me.
