My payment is not being authorized by Adobe

Hello, i'm trying to purchase a Photography plan (20GB) but my payment is rejected everytime,

"Incorrect billing info,We are unable to approve your transaction at this time"

I'm living in India and i used my SBI mastercard who's never failed me so far.
i had an account set from my previous country it was also not working, i opened a new Adobe Id with India as my country and it's also not working. 
Please help me.

    Certainly, calling from India to the United States costs money.
    Then you can use the chat support to contact the sales team.

    Hello, thanks for your answer, my card is perfectly ok, contacted my bank, no obstacle for purchasing, but still it fails !!
    isn't there any other way than a phone number in the US ? because from India it is quite costly...

    After if really adobe doesn't want my money there are other alternative softwares were paying is possible.
    i mean the forum is filled with impossible payment problems, no one other there thinks something should be done ?
