im trying to pay for the monthly payment for the program adobe illustrator 

im here in holland and  when i choose to pay with paypel

its says i cant purchase the item and i have to look for a provider in my zone ..

so my question is : can y buy direct from holland or not ???

Yes, Dutch users can buy any plan Adobe offers. But your country needs to match that of the PayPal account. Best is to do as @chanaart said, and to contact customer service, if the PayPal address matches your address.
