As per my understanding for existing Creative Cloud customers, if the Banks are blocked from which the payment is deducted for Creative Cloud licenses, please update the payment details to any Bank that is not blocked.
Keeping in mind this unforeseen situation, Adobe has provided some extra time to existing customers in order to sort the payment issues.

Do you have a monthly subscription? If so, you can just cancel it and renew it when work picks up again.
If you have an annual subscription that's more complicated as cancelling it prematurely will incur a fine.
In that case I suggest you contact Adobe directly and plea your case with them. Hopefully they will be responsive. If not, I suggest you post about it on social media.
