Hello I recently got charged for a month-to-month subscription to Photoshop, I know I'm not going to use it so I was wondering if it was possible to get a refund. So when I went to cancel it, there was no refund option, even though on the website it said the first 14 days I could get a refund. I'm a little confused about that, does it mean 14 days from when I started my subscription, even though I pay monthly?

if you the annual plan paid monthly you have one year commitment after the trial period.
make sure you're aware of the cancellation terms by selecting your plan type (at the top of the page here), https://helpx.adobe.com/manage-account/using/creative-cloud-subscription-terms.html
for info on how to cancel your subscription, this page describes the few steps involved, https://helpx.adobe.com/manage-account/using/cancel-subscription.html
if you want to cancel but are unable to follow the steps described in the "how to cancel page", contact adobe support.
there are 2 ways to contact adobe; chat and twitter (now x):
chat:
use a browser that allows popups and cookies, and click here, https://helpx.adobe.com/contact.html?rghtup=autoOpen
in the chat field (lower right), type AGENT
be patient, it can take quite a while to reach a human.
twitter/x:
tweet @AdobeCare
p.s. if you're contacted by anyone (via email or private message), it's much more likely to be a scammer than an adobe representative.

If you have a monthly plan: During the first 14 days of your paid subscription, you are entitled to cancel and get a refund, the subscription stops immediately. Passed this date, you can cancel each month, free of charge and the subscription ends on the last day of your month (even on the minute of the subscription renewal). There is no refund. That's stated on the site.
If you have an annual subscription paid monthly: You can cancel during the fist 14 days of your paid subscription and you get a refund. Passed that date you have an annual subscription, allowing for early cancellation by paying an early termination fee of half of the remaining due.
There is no need to use the software to be in obligation to pay what you agreed upon. It's like any contract you have: insurance, water, electricity, internet. As soon as you have the contract, you need to pay what you agreed upon.
