Is it no longer possible to simply buy an Adobe software to install it on a computer and not having to use the Cloud?

Adobe discontinued Creative Suite.  It's no longersold by any vendor, retailer or country.

OPTIONS:
Photoshop or Premier Elements 2020 (approx $100, no subscription needed)
https://www.adobe.com/products/photoshop-elements.html

Creative Cloud Photography Plan (approx $10/month for 1 year subscription)
https://www.adobe.com/creativecloud/photography.html

Creative Cloud All Apps Plan (31 + apps & services for mobile & desktop devices)
https://www.adobe.com/creativecloud/plans.html

===========
Beware of fake Adobe reps who may contact you privately offering to sell you software or take control of your computer. It's a scam, run away!

Every time you say, "run away", I get this image of a large wooden rabbit-like object sailing over a castle wall.

It depends on the product. The Creative Cloud apps are all subscription based, including Photoshop, Illustrator, InDesign, and Lightroom.

There are a limited number of programs that are available with a permanent license (Photoshop Elements, Premiere Elements, FrameMaker). Acrobat DC 2017(?) is available with a permanent license as part of the Technical Communications Suite, but there are no updates/upgrades.

Thank you.

"Cloud" is just a marketing name. The "Creative Cloud" apps mostly install and run on your own computer, just like always.
