I have a problem regarding another account I have made but forgotten the email to and that account has been billed, I want to cancel the subscription connected to my card but every time I try to get help the AI chat can't help and refuses to connect me to a human because I don't have an active plan... I find it very frustrating that I can't get help without paying for a subscription when the problem I have is because of the fact that I can't access the account I am being billed for.

there are 2 ways to contact adobe; chat and twitter (now x):
chat:
use a browser that allows popups and cookies
and click here, https://helpx.adobe.com/contact.html?rghtup=autoOpen
in the chat field (lower right), type AGENT
be patient, it can take quite a while to reach a human.
twitter/x:
tweet @AdobeCare
p.s. if you're contacted by anyone (via email or private message), it's much more likely to be a scammer than an adobe representative.

Based on other messages like yours, I'm not sure that someone who works for Adobe will be able to help, since knowing the account owner is required to be able to cancel a subscription
What you MAY need to do is cancel your credit card... and even that may not work, since if you get a new credit card from the same company it has happened that your credit card company will 'automatically' link the subscription to the new card
I wish I had a better answer, but losing (forgetting) your account information is a very big problem
