Two-factor authentication error

Hello,

 

Two-step verification is turned off in your Adobe account, and when you sign in to Adobe Creative Cloud, an verification code is sent to your preferred email address.

 

It's like an error with two-factor authentication for Adobe accounts.

 

Two-factor authentication is turned off.
But why is the verification code sent?
