Two licenses but cannot activate more than two devices

I have two licenses but still can use only on two devices, why shouldn't it be two devices each? Can someone explain how i can get this done? Thanks

Can you check to confirm that you have signed in with the correct Adobe ID for each of your two accounts? Try signing out, then sign in again with each of your two Adobe IDs.

Thanks for responding. I am using the same emial ID for both accounts

Thanks for the clarification, what I can also do is to deactivate one account as it is of now use. Cheers
