I am trying to purchase new subscription.
Everytime it throws error
"Billing information is incorrect

again, you must contact adobe support via chat to get this fixed. there are 2 ways to contact adobe; chat and twitter:
chat:
use a browser that allows popups and cookies
and click here, https://helpx.adobe.com/contact.html?rghtup=autoOpen
in the chat field (lower right), type AGENT
be patient, it can take quite a while to reach a human.

p.s. if you're contacted by anyone (via email or private message), it's much more likely to be a scammer than an adobe representative. ie, double check for an employee badge if contacted in the forums and look for an adobe.com domain in the email address if you click reply to an email. then check again and be very suspicious. any other method of contacting (or offering to contact you) is almost certainly a scam, https://community.adobe.com/t5/using-the-community-discussions/staying-safe-in-the-adobe-support-com...

Adobe support agents are simply blaming the credit card / bank whereas i have contcted bank and they told everything is fine with my credit card.
none of the cards are working on adobe

Paypal option doesn't appear. Only credit card.
Although I have PayPal access , Adobe says Paypal isn't available and only card payment option is available.

Yes but of no use. They just said to contact my bank. And the bank says everything is fine. Tired of adobe. It's been a couple of months I have been trying to purchase.

sorry about that, but unless you have another credit card i can't think of anything other than the previous suggestions to resolve the issue.

My credit card works fine. I use it for subscriptions like GoDaddy, YouTube, and Microsoft 360. I spoke to the bank about buying an Adobe subscription, and they said my card is okay. They told me to talk to Adobe, but I've been trying for a month, chatting with different Adobe assistants, and they all told me to talk to the bank. How on earth I can buy anything from anywhere but adobe.

I reached out to some of them and all of them said they can sell in volumes and not for an individual. What a pain for a common individual in India just to purchase your subscription.

I called as many vendors on the list as possible, but everyone gave the same answer. I need it urgently, so I'm using all my energy and time to fix it. I would be grateful if it gets sorted out ASAP.

HI!
I'm facing the same issue right now. When I checked with the bank, they said that as per the RBI mandate, no cards are allowed to autopay for international transactions.
In addition, Adobe doesn't allow PayPal to be a payment option in India.
Were you able to resolve the issue?
